Purpose of the Tracker
WCET (the WICHE Cooperative for Educational Technologies) and the State Authorization Network (SAN) are recognized leaders in digital learning policy. They guide colleges, universities, and other stakeholders through the evolving policies and practices that shape higher education related to digital technology and compliance for interstate activities of institutions.
The WCET and SAN Policy Tracker serves as a centralized resource for the digital learning community, providing timely updates on federal statutes, regulations, guidance, judicial actions, and executive orders that impact the field. It helps institutions and stakeholders stay informed and prepared.
By consolidating essential policy information in one location, The Tracker supports proactive decision-making, compliance planning, and strategic engagement with the evolving Federal policy landscape.
How it Works and Resources
The Tracker groups policies into five categories: Federal Statutes, Federal Regulations, Guidance, Judicial Actions, and Executive Orders. On the Policy Tracker homepage, you’ll see up to five critical policy items in each category. Each category card links to a longer list of policy items. Each policy item has its own page with a short description, what action (if any) is needed, the effective date, and links to helpful resources.
The Federal Regulation section includes timelines for U.S. Department of Education Title IV rulemakings, which follow a unique negotiated rulemaking process under the HEA. Each timeline highlights key stages of rulemaking and identifies the opportunities for public input.
