Post -911 Veterans Educational Assistance Improvements Act of 2010

Description

The Post 9/11 GI Bill indicates that if a student is enrolled full-time for the full length of the semester, and participates in at least one “required” on campus course (any course that does not have the Online section identifier and is required to earn the degree) they should receive the full Monthly Housing Allowance (MHA).  A student who is full time, but taking classes solely online, is entitled to only half the national average Monthly Housing Allowance (MHA) payment.

Originally, veterans participating in courses online or through correspondence were not entitled to MHA if their educational programs were solely online or through correspondence.

During the COVID-19 National Emergency, Congress enacted legislation to provide full MHA for online courses as the pandemic caused postsecondary institutions to pivot all face-to-face courses to remote learning in March 2020.  The temporary full MHA ended June 1, 2022.

Action to be taken

  • Identify eligible learners – Track students using GI Bill benefits.
  • Explain MHA differences – Inform students that fully online enrollment reduces their Monthly Housing Allowance (MHA).
  • Advise on course choices – Encourage students to consider at least one in-person course if maximizing MHA is important.
  • Use the GI Bill Comparison Tool – Regularly review and guide students to use the tool for accurate benefit information.
  • Update advising materials – Ensure veteran services staff and academic advisors provide consistent guidance.
