Workforce Pell
Description
The Pell and Workforce Pell regulations implement provisions of the Working Families Tax Cuts Act, formerly referenced as the One Big Beautiful Bill Act, enacted on July 4, 2025. This legislation amends the Higher Education Act to revise certain Pell Grant eligibility provisions and create a new Workforce Pell Grant pathway for qualifying short-term, workforce-aligned programs.
To seek Workforce Pell eligibility, institutions must ensure that programs meet the following requirements:
- Short-term program length (150–599 clock hours or equivalent; 8–less than 15 weeks)
- Leads to a recognized workforce credential.
- Aligns with high-skill, high-wage, or in-demand occupations.
- Offered by an accredited Title IV-participating institution.
- Meets required completion, employment, and earnings outcomes.
- Receives required state and federal approval.
- Maintains ongoing accountability and reporting requirements.
For continued program eligibility, the programs must continue to satisfy state and federal requirements, including demonstrating alignment with high-skill, high-wage, or in-demand workforce needs and meeting the statutory performance measures.
Eligible programs must maintain at least a 70% completion rate (students completing within 150% of the published program length) and a 70% employment rate (at least 70% of completers employed in the occupation for which the program prepares them or a comparable high-skill, high-wage, or in-demand field).
Action to be taken
- Build institutional awareness – Align leaders on Workforce Pell as an ongoing program accountability requirement, not just a new aid opportunity.
- Determine participation strategy – Decide whether to offer Workforce Pell-eligible programs and establish internal processes.
- Identify eligible programs – Review workforce, certificate, and non-degree offerings for alignment with federal and state requirements.
- Engage with state processes – Monitor state approval processes for eligible occupations and programs.
- Review data and reporting readiness – Ensure systems can track enrollment, completion, employment outcomes, and required reporting.
- Monitor ongoing eligibility – Establish processes to maintain program alignment and meet continued Workforce Pell requirements.
